A cannabis producer usually makes oil and buys cartridges. The cartridge supplier is a separate company, frequently overseas, and that relationship changes more often than the branding suggests.
Why they switch
Cost, supply reliability, regulatory pressure and performance complaints. Cartridge hardware is a commodity purchase with real quality variation, and producers move when any of the four forces them to.
The oil formulation may be unchanged across a switch. The experience will not be, because the coil, ceramic porosity and intake geometry have all changed.
Heavy-metals rules drove a wave of change
Several states introduced or tightened heavy-metals screening on vape products specifically, on the basis that metals can migrate from poorly made components into oil.
Producers using cheaper hardware found batches failing on a panel that had nothing to do with their extraction. The response was better-documented components, which is a genuine improvement driven entirely by regulation.
Why it is invisible to buyers
Hardware suppliers are almost never named on packaging. A producer can change supplier entirely without any visible change to the product identity.
So an unexplained shift in how a familiar cartridge draws — a platinum vape pen or the pass pen listing behaving differently from six months ago — may be a hardware change rather than an oil change.
How to tell
Look at the cartridge itself. Mouthpiece shape, tank profile, base design and the visible element are all supplier-specific and change when the supplier does.

What to do about it
Nothing preventive — you cannot know in advance. But when a familiar product changes character, check the hardware before concluding the oil declined, and adjust voltage before concluding anything at all.
A new cartridge design frequently wants a different setting from the one it replaced.
